End-to-End Investor Facilitation

The GBS GI promotes existing incentives, advocates for GBS-specific reforms and infrastructure improvements, and provides end-to-end investor advisory support managed through a modern CRM to ensure a seamless journey from initial enquiry to full operation.

Global Market Engagement

Proactive campaigns targeting priority markets to position Rwanda as a sophisticated hub, supported by multi-channel promotion combining roadshows, digital marketing, and analyst relations to boost visibility and secure favorable representation with global buyers.

Domestic Market Development

Campaigns to educate executives on the benefits of GBS cost savings, specialized skills, and improved service while domestic advocacy encourages telecoms, banking, and insurance to outsource non-core functions and boost efficiency and competitiveness.

National Work-Readiness & Language Programmes

Rwanda’s national work-readiness and language programmes are designed to bridge the gap between education and industry needs by equipping youth with job-ready, employer-relevant skills. Through structured training in professional communication, customer service, digital literacy, and workplace ethics, combined with intensive English and French language development, these programmes reduce onboarding time, improve productivity, and ensure consistent service quality. This coordinated, nationally supported approach enables investors and operators to access a pipeline of talent that is deployment-ready, adaptable, and aligned with global GBS delivery standards.

Advanced Digital & AI Capability Development

Rwanda is investing heavily in advanced digital and AI capability development through national skilling initiatives, including the 1 Million Coders programme and the National Skills Transformation and Talent (NSTT) Programme. These initiatives are building a strong pipeline of talent in software development, data, AI, cloud, cybersecurity, and automation, annotation aligned with current and future GBS demand. By combining foundational digital skills with advanced, industry-relevant training, Rwanda is positioning its workforce to support higher-value, technology-enabled services, accelerate digital transformation for operators, and strengthen the country’s role as a next-generation, AI-enabled delivery hub.

Inclusive Talent Acceleration Initiatives

Rwanda’s inclusive talent acceleration initiatives are designed to expand participation in the Rwanda GBS sector while delivering measurable impact for investors and operators. By intentionally integrating women, youth, refugees, and persons with disabilities into targeted work-readiness, digital, and language programmes, these initiatives unlock underserved talent pools and strengthen workforce diversity. Impact-sourcing models, employer-linked training, and supportive onboarding frameworks improve employability, retention, and team stability—while enabling companies to meet ESG and impact without compromising service quality or scalability.

Central Convening & Governance Platform

GBS GI serves as a central convening and governance platform that brings together government, industry, and development partners to align strategy, policy, and implementation for the Rwanda GBS sector. By coordinating dialogue, consolidating stakeholder priorities, and tracking agreed actions, the platform reduces fragmentation and ensures coherent decision-making across institutions. This structured governance approach strengthens policy predictability, accelerates issue resolution, and provides investors and operators with a clear, trusted interface for engagement, advocacy, and sector-wide collaboration.

Data-Driven Policy Intelligence Hub

GBS GI’s Data-Driven Policy Intelligence Hub anchors advocacy in evidence by continuously gathering market data, investor feedback, diagnostics, and global benchmarking. This intelligence enables timely identification of regulatory gaps, talent constraints, and competitiveness levers, translating real market signals into actionable policy recommendations. By supporting adaptive, informed decision-making, the hub strengthens policy effectiveness, reduces uncertainty for investors, and ensures Rwanda’s GBS ecosystem remains responsive, competitive, and aligned with global industry trends.

Strategic Policy Advocacy & Reform

GBS GI drives strategic policy advocacy and reform by translating private-sector priorities into clear, evidence-based recommendations that support sector growth and competitiveness. Through sustained engagement with government, regulators, and partners, it advances reforms on incentives, licensing, talent mobility, digital regulation, and ease of doing business. This proactive, coordinated approach reduces regulatory friction, improves investment certainty, and ensures Rwanda’s policy environment evolves in line with the needs of global GBS investors and operators.
